I remember hearing abut this and it occurred to me when Carter died.

On November 9, 2023 TruNews hosted by Rick Wiles and Doc Burkhart aired a message to tell their audience to immediately prepare for major events that will reshape the world order we are currently in. The hosts emphatically declared that they are doing their very best to fulfill the role of End Time watchmen. Stating that a watchman’s responsibility is to sound the alarm at the fight indication of danger, about something serious that is approaching on the United States.
Doc had a very vivid dream at 1.00AM in the morning and repeated what he saw to Rick the next day:  
Doc Burkhart: Rick and I arrived at a local airport in [Florida] and a private airplane was waiting for us. We saw security and we were escorted onto the plane. Inside was former President Jimmy Carter sitting. Rick asked President Carter why are we on this plane and where is the plane going. And Carter said, we are going back to Plains, Georgia for my funeral which will be coming very soon. The scene in the dream then changes and moves to President Carter’s house in Plains, showing people in the yard, on the porch, etc. and going into the house. Doc and Rick then goes into the house and there was a closed coffin there with an American flag on it, and everyone knowns it’s President Carter; he has passed away. Some people were weeping, some put their hand on the casket, etc. The dream moved back outside, into the yard. In front of President Carter’s house in Plains there is a street like any other street in small town America. But what is unusual is that there is a parade forming, a military parade. As they bring the president’s casket out of his home and put it in the hearse, the parade begin to move along. The parade had troops marching, convectional weapons like jeeps and tanks were on display. As the parade moves on, what stands out as extremely unusual are vehicles in the rear displaying incredible weapons never before seen. Unusual weapons showing multiple launchers – things beyond our current immigration. (BattleForWorld.com: The parade in the dream, is it foretelling about future troop movements and about tanks on train conveyor belt? [Google “tanks on train conveyor belt”].)
Rick Wiles: What do you recalled about this new weapons?   
Doc Burkhart: One vehicle in particular that stood out to me looks like a combination of a centipede and a tank. It had multiple sections and each section had an array of weapons on it.  They were airplanes we have never seen before, that were being towed along. ( – And the hosts were remarking to each other about what they saw at the parade. Has they watched the parade moves by, a man showed up and introduced himself as Neil Howe, – one of the authors of the book titled ‘The Fourth Turning’. Rick asked Neil why was he here and he said he was invited to the funeral. Neil said to Rick, “this is a turning point.” – And that is when Doc woke up from the dream.)

Well, I had to look into it somewhat. She's wearing it again in another briefing, with a white blouse.
I found a lot and this is not easily explained, although I have plenty of links and I've read enough about her to understand.
Not a Satanist. A very confused do-gooder but way liberal Catholic with elite liberal political and social ties.
So, the upside-down cross is a reference to St. Peter and the papacy. Although it is odd that ay lay-catholic would wear it,
it is a symbol far older than the Satanic connotation.
