No.

It seems as though the dam plans and the water sharing plans that were agreed on in 1922 were based on the wettest years in a thousand years.

The growth of the southwest United States was built on poor science, or rather no science. Too many people live where it is unsustainable to live. Somewhat like the Middle East.

There isn't enough time before the Autumn of 2026 to build desalination plants and nuclear power plants. That's all the time they have before the turbines of the Hoover Dam have to be shut down.
