My opinion is that it is a conscious, deliberate act to  blur the line of demarcation between men and women. It goes right back to Karl Marks' Communist Manifesto.  These people are not ignorant of what they are doing. I suspect when a girl likes a boy and she finally gets to see it, the guy wants her to stare, and the more she does, it tells the guy that she wants that thing really bad.  

So in the other sense making them look, is either a power trip or a baited hook looking for some poor girl to take the lure.
